Went to sea as deck apprentice with E&A but left the sea to work in the Melbourne office of P&O. Transferred to P&O London working in the ship broking offices of Anderson Green & Co. Completed Institute of Chartered Shipbrokers exams then transferred to the New York office of Associated Bulk Carriers (a P&O jv with Nass Shipping). Returned to Australia in the newly formed General Shipping Division responsible for the ship broking activities of P&O in Australasia.
Appointed MD of the newly formed P&O Maritime Services which brought together all the non liner shipping activities of the Group under one umbrella. This encompassed Offshore Services (AOS), P&O Polar, P&O Towage, Western Tug & Barge, Ship broking, Ship Agency Defence Maritime Services.
Retired from P&O and joined the Board of the Australian Government’s Australian Maritime Safety Authority (AMSA) retiring as Deputy Chairman.

Jackie was elected to Melbourne City Council 8 years ago and in 2012 became the first Chair of the Knowledge City Portfolio. She is also Deputy Chair of the People City Portfolio. Both portfolios represent the most significant economic and socially progressive areas of work on Council. Jackie is a leading advocate on Council for greater transparency, electoral reform, heritage preservation, gender equity, genuine community engagement and a more responsive, respectful Council. Jackie represents Council with the Bay Municipalities Association of Victoria and is Chair of Melbourne Maritime Heritage Network. She has a keen and abiding interest in heritage recognition, preservation and celebration, and in particular, maritime heritage

After finishing a Clydeside shipyard apprenticeship in the mid- sixties joined the MN and apart from spells ashore in Nigeria and Saudi Arabia spent most of my career at sea with the last 20 years in the offshore Oil & Gas service industry including 8 years in management with Farstad Shipping Indian Pacific (FSIP)before retiring in 2014.
I have been actively involved with OSSA since the organisations inception in 2017 which was born of the demise of the Farstad office in Melbourne and has grown from a handful of people dedicated to preserving and promoting the industry to the multi-faceted entity with almost 250 members it is today.

Richard Owen graduated with a Bachelor of Chemical Engineering from the University of Sydney in 1983, joining Esso Australia at the Longford Plants in Victoria. Following a number of engineering, operational and management assignments in Sale, Sydney and Melbourne, Richard moved to New Orleans, USA and was appointed as Operations Manager in 2001.
Following a number of leadership roles in Houston, Alaska and Germany, Richard was appointed to the position of President and General Manager for ExxonMobil Indonesia in 2011. Richard returned to Melbourne in 2013 when he was named Chairman of ExxonMobil Australia. In 2019, Richard was appointed to the role of Upstream Business Development Executive for ExxonMobil. Richard retired from ExxonMobil in October 2020.
Richard is the former President of the Australian Resource & Energy Employer Association (AREEA).He is a past board member of the Australian Petroleum Production and Exploration Association (APPEA) and the American Chamber of Commerce in Australia. Richard is a Fellow of Engineers Australia and the Institution of Chemical Engineers, a Life Member of the Society of Petroleum Engineers and a graduate member of the Australian Institute of Company Directors.

Globalmarine executive with over fifty years of onshore and offshore experience primarily servicing the Oil & Gas industry. Started off career as a Marine Engineer, promoted to Chief Engineer and transitioned into a worldwide onshore management/consultancy role which has been ongoing for the past thirty years. Background in liaising with maritime unions, design, construction and commissioning of Offshore Support Vessels (OSV) and lead negotiating for all company kidnappings across Africa. Interests lie in technical support, business development and new contracts.

MICHAEL BARRACLOUGH
Michael Barraclough graduated with a Bachelor of Economics degree from Monash University in 1969 and joined P&O Australia as a graduate trainee in Sydney. He initially worked in planning and business development for P&O in both Sydney and London, before beginning a career in the maritime side of the oil and gas industry when he moved to P&O in Melbourne in 1976 to join Australian Offshore Services. He became General Manager of P&O Energy Services, the division of which AOS was a part, and which was an owner / operator of anchor handling supply vessels, before moving to the UK in 1990 to head up Bluewater Offshore Production Systems. This was a P&O-Bluewater joint venture operating floating production systems (FPSO’s).
Michael subsequently formed Vanguard Floating Production, with the backing of UK venture capital group 3i, and led its’ successful involvement in the FPSO market, with units operating in Australia, West Africa and Brazil. He switched from contractor to client in 2010, joining Canadian oil and gas company Talisman Energy to develop the marine facilities required, including a planned FLNG vessel, for Talisman’s oil and gas fields in PNG. When Talisman was acquired by Spanish oil company Repsol, Michael continued in the role until retiring from full time employment at the end of 2017.
Michael continues to provide field development consultancy services to oil and gas companies looking to utilise FPSO’s or seeking to improve the efficiency of their operations. He is also a qualified Expert Witness who has given evidence in arbitrations involving FPSO’s utilized by major international oil and gas companies.
He is a past Chairman of Austen Maritime Services, a Singapore ship management company, is a member of the Project Management Institute and is a Youth Mentor with the Raise Youth Mentoring Training Program.
Michael is the Queensland Representative for OSSA, lives at Bribie Island and is married to Ling.
Chartered Accountant and Finance Director with more than 40 years combined experience driving and administering operations across accounting, corporate governance, treasury, taxation, management reporting and financial/statutory reporting.
